A passport should only be used for travel purposes. It is not proof of U.S. citizenship. A passport is issued by the State Department, which has no authority over citizenship. The only U.S. department with this authority is the Immigration and Naturalization Service (INS). They issue the Certificate of Citizenship. Remember, if your child arrived under an IR-4 visa, you will have to readopt first before obtaining the Certificate of Citizenship.
